ROC-NH expanding to serve soaring demand for affordable homeownership

We're investing in talent and adding capacity in our ROC-NH™ and Policy programs to better serve the state's urgent need for affordable homeownership.

“These augmented teams will provide greater access to affordable homeownership and the best possible services to our borrowers, supporters, and communities,” said President and CEO Steve Saltzman. “These moves reflect our deep commitment to ensuring our team members do the work they love and that aligns with their talents.”

ROC-NH™ helps homeowners in manufactured-home parks form cooperatives and purchase and manage their communities. Tara Reardon has moved from Vice President of that team into a part-time Government Relations role. She’s replaced by Sarah Marchant, who will have the dual position of Chief of Staff and Vice President of ROC-NH™ and brings extensive knowledge about housing, housing development, and municipal affairs.

Joining the ROC-NH™ team as Senior Director will be Jeannie Oliver, a law professor and staff attorney for the Energy Clinic at the Vermont Law School Institute for Energy and the Environment. Oliver’s past work includes partnering with the ROC-NH™ team to bring solar arrays to four resident-owned communities (ROCs). She has also represented ROC voices at meetings of N.H.’s Public Utilities Commission, local planning boards, and in court.

Kelli Cicirelli will become the new Director of Organizational Training and Leadership for ROC-NH™. In this role, she can more-fully exercise her passion for providing resident-owned community members with the tools they need to successfully own and operate their co-ops and serve as effective leaders in their communities and beyond.

Some hires and moves occur immediately, others in early March.
