Senior Vice President of Residential Lending & Portfolio Management

This leadership position is responsible for the Community Loan Fund’s single-family housing mortgage lending programs called Welcome Home Loans (WHL), the Resident Owned Community (ROC) Lending program, and all organization-wide portfolio management. The leader will directly supervise six positions including the VP of Portfolio and Asset Management, the Director of Residential Lending and BSA/Compliance Officer, the Director of Residential Loan Operations, the Director of ROC Lending the Senior Credit Administrator, and the Senior Loan Operations Specialist. The position works directly for the President/CEO and collaborates across programs to ensure the Community Loan Fund’s strategic and financial goals are achieved for responsible program areas in commitment to the organization’s mission and values.  

Responsibility for the Community Loan Fund’s WHL programs, particularly the manufactured home loan program, includes personnel management and oversight of program administration, underwriting, documentation, portfolio management and reporting.  Authority for loan decisions are based upon established policies.  This leader will also be responsible for developing new products, in collaboration with the President/CEO, senior leadership and ROC-NH program staff, that identify and meet the needs of the Community Loan Fund’s client base.

The position is also responsible for the Community Loan Fund’s ROC Lending program administration, working closely with ROC-NH’s leadership team, including personnel management and oversight of underwriting, documentation, portfolio management and reporting.

Major Responsibilities/Accountabilities:

Single-Family and ROC Lending Responsibilities/Accountabilities:

  • Develops and manages loan origination systems for single-family and ROC lending in collaboration with team needs
  • Leads the third-party sub-servicer contract and relationship
  • Leads organization-wide portfolio management and continuously improves policies and practices
  • Manages, formulates, recommends, and evaluates policies and programs to aid in the collection of past-due accounts, including foreclosure and sales of single-family Other Real Estate Owned in collaboration with ROC-NH and the Credit Administration team
  • Manages administrative and operational systems of single-family and ROC lending programs in accordance with established lending systems
  • Manages staff, including training, performance reviews and implementation of the Community Loan Fund’s personnel policy
  • Develops relationships with secondary mortgage market lenders, regional lending partners, titling companies, property management firms, insurance partners and other key related Industry stakeholders to best serve our borrowers
  • Implements the Fannie Mae New Hampshire Manufactured Housing Initiative in collaboration with the ROC-NH team
  • Coordinates sales of seasoned single-family loan pools to secondary mortgage market buyers as needed for liquidity purposes
  • Leads new product development for single-fmaily and ROC lending activities
  • Participates directly in structuring and restructuring complex transactions
  • Assists with determining annual single-family and ROC lending team goals and is responsible for execution of those goals
  • Assumes other duties as may be required in the performance of the job

Portfolio Management:

  • Oversees loan portfolio performance, monitoring key metrics to identify risks and opportunities
  • Lead portfolio growth efforts aligned with organizational goals
  • Directs single-family and ROC loan origination, underwriting, structuring, and documentation
  • Ensures loan terms and credit decisions align with risk appetite and internal policies
  • Oversees development and evaluation of lending policies, loan products, and program criteria
  • Oversees distressed loans, including modifications, borrower support, and foreclosure actions
  • Oversees residential and ROC loan collections with consistent, mission‑aligned practices
  • Oversees credit and operational risk management across lending activities
  • Maintains risk‑rating guidelines, closing procedures, and risk management practices
  • Ensures compliance with fair lending, GAAP, regulatory requirements, and internal ethical standards
  • Oversees Credit Committee, delinquency reviews, and quarterly portfolio meetings
  • Supports cross-organizational initatives including the development of new financial products and strategies as we look to expand our clients, investment products and sources of capital
  • Coordinates with President/CEO and senior leadership on financing policies and related procedures
  • Leads continuous quality improvement for single‑family and ROC lending programs
  • Recommends and supports implementation of systems and technology improvements
  • Supports consistent, ethical operation of lending programs aligned with mission and values
  • Manages and develops a team of professionals through coaching and training

Education and Experience

  • Bachelor’s Degree preferred; equivalent experience will be considered
  • Minimum 7-10 years of community development finance, banking, or mortgage industry experience
  • Knowledge of and demonstrated experience in all aspects of loan origination
  • Experience with loan origination and servicing software systems
  • Familiarity with loan documentation and loan disclosures
  • Experience with Microsoft Office programs (Work, Excel, Outlook, etc.)

Employment Details

  • Location: Concord, NH and hybrid (in office Tuesday and Wednesday; training will be in person)
  • Salary range: $120,000 to $140,000
