Creating a Capital Improvement Plan (CIP)

Follow this step-by-step process and use supporting documents to complete your community's CIP. 

Form CIP Committee or Workgroup

•Make members aware the Board is undertaking this work, and ask for volunteers

•Decide who will be a part of the CIP Team

•Don’t get hung up on the formality of the word “Committee”

•Just need clarity on who will take an active role in doing the pre-work and be a part of preparing the CIP document

Gather Relevant Documents

•Property Conditions Report

•CIP from conversion

•Any existing engineering reports

•Records from any prior replacement or major repairs of infrastructure system components (water, wastewater, electrical, roads, etc.)

•Operations Maintenance Log or Reports

•Distribute the Member Infrastructure Survey

Community Engagement Phase

•Collect Infrastructure Surveys from as many member homes as possible – this is a chance for those not part of the committee or working group to have input into needed updates for the park

•Make notes of any conversations w/ members during which they raise issues while following up to get surveys back

•Summarize member feedback

Conduct Walk-Around Inventory

•Using the Guide from ROC-NH, conduct a walk around inventory to review all system components

•Make notes during walk-around of things that will help you complete the CIP Systems Worksheet

•Using all the information gathered fill in your CIP Systems Worksheet

•Refer to Resources provided by ROC-NH or contact your ROC-NH Coach on any portion of the worksheet on which you need guidance or have questions.

•For Boards with strong Excel Skills – transfer information from CIP Systems Worksheet to CIP Template.

•For Boards less comfortable with Excel or with technology – schedule an in-person meeting with your ROC-NH Coach so you can work together on completing your CIP for Approval by the Board and then Membership.

Submit Plan

Submit copy of member-approved CIP to your lender annually within 30 days of your co-op's annual meeting.
