Grants Management Analyst
Are you experienced in federal grants management and passionate about changing our country’s food system to support sustainability, opportunity, and equity?
In partnership with USDA Rural Development, the New Hampshire Community Loan Fund (Community Loan Fund) is administering the Meat and Poultry Processing Expansion Program, Phase II (MPPEP), a grant program intended to support additional processing capacity at independent meat processing businesses across the country. As part of this effort, the Community Loan Fund will conduct both award and post-award management of approximately 30 MPPEP projects over the course of four years.
The Grants Management Analyst will implement MPPEP administration with support from the Director of the Sustainable Food Systems Program and other Community Loan Fund staff. They will be experienced in implementing federal awards and familiar with food systems, meat processing, and/or construction management.

Major Responsibilities/Accountabilities
- Administrative Review: Review MPPEP applications and assess a project’s suitability for federal funding.
- Sub-Awardee Training and Coordination: Lead in the onboarding and ongoing coordination of and communication with successful MPPEP sub-awardees as it relates to reporting, financial management, performance monitoring, and conformance.
- Post Award Administration: Oversee sub-awardee reporting and performance, including the coordination of quarterly site visits.
Sustainable Food Systems Program Development: Contribute to the Community Loan Fund’s long-term development of the sustainable food systems program through active participation in organizational activities and long-term strategic Planning.
Education and Experience
- Record of 5+ years managing or administering federal grants, preferably construction awards, including financial management or oversight.
- Direct responsibility for program development and people leadership.
- Demonstrated awareness of food systems frameworks and domestic supply chains; leadership experience working to improve the economic, social, and/or environmental elements within a systems framework.
- Experience in or adjacent to a meat or poultry processing setting, such as within a processing facility or as an advisor to a processing enterprise.
- Familiarity with commercial construction practices and management.
- Bachelor’s degree.
Qualifications and Characteristics
- Detailed knowledge of federal grant regulations, including administrative requirements, cost principles, and procurement procedures.
- Robust understanding of grant administration policies and practices, ideally within USDA Rural Development.
- Well-organized and attentive to process, including data management, record-keeping, and reporting.
- Stellar listening and communication skills.
- Ability to communicate and collaborate with a variety of partners on complex issues.
- Passionate personal alignment with the Community Loan Fund’s mission and core values.

- Ability to answer telephones and use standard office equipment (copier, fax, etc.).
- Ability to read, write, and understand and speak English clearly.
- Ability to use a computer for Community Loan Fund business.
- Ability to drive for extended periods, both day and night.
- Ability to walk for extended periods on various terrains.
- Ability to lift at least five pounds.
Employment Details
- Location: This position can be either hybrid or fully remote, with a preference for candidates located in or near New Hampshire.
- Salary: Range starts at $85,000 with comprehensive benefits.
